As stated by the Department of Immigration, the purpose of your intended travel and other factors will determine what type of visa is required. As a visa applicant, you will need to establish that you meet all requirements to receive the category of visa/permit for which you are applying.

All nationals and citizens of the People’s Republic of China and the Special Administration Region of Hong Kong are exempted from obtaining visa prior to entering the Republic of Fiji. Chinese tourists will be issued with travel permit of up to 30 day in Fiji (based on the itinerary and air ticket information) on arrival if the following entry requirements are made available.
a. A current Chinese National passport valid for six (6) months or beyond the intended period of stay
b. Return/onward tickets
The initial Travel Permit upon entry is issued free of charge and can be extended up to 4 months charged with application fees. http://www.immigration.gov.fj/
